What It Does
G744 provides the owner with a form to certify the substantial completion of the work, or a designated portion of the work, on design-build projects. The design-builder prepares a punch list of items to be completed or corrected; the owner verifies and may amend it. The form captures four agreed-upon matters: the time allowed for punch list completion, the date of owner occupancy, and the allocation of responsibilities for maintenance, heat, utilities, and insurance during the transition. Executing this form triggers warranty periods and the release of retainage, providing both parties with a completion milestone that governs all remaining close-out obligations.
